For Taiwanese cosmetics that are allowed to register for the competition, the cosmetics makers must be a company legally established and registered in Taiwan (including the brand or manufacturer), and the cosmetic items, such as make-up, body care, cleaning products and toothpaste must comply with the laws and regulations in Taiwan, regardless of domestic sales or exports.

The natural or organic formulas of the designed products comply with the COSMOS - Standard "Cosmetics Organic and Natural Standards"；or provide a description of the innovative formula technology, raw materials, or product innovation. Formulators from legally established and registered companies/factories, or independent formulators are allowed to register for the competition.

College/university students of cosmetic science and related departments with a teacher/mentor are allowed to register for the competition.
